There has been recent legislation leading to the reauthorization of the Higher Education Act (HEA), specifically the College Opportunity and Affordability Act (H.R. 4137), which contains verbiage directing accreditation agencies to “require an institution that offers distance education to have processes through which the institution establishes that the student who registers in a distance education course or program is the same student who participates in and completes the program and receives the academic credit.” (H.R. 4137, 110th Congress, 2007). Through the use of a neutral testing proctor a school can document that it is in compliance with this requirement as well as ensure academic integrity in the testing environment.
